The City of Richmond provides On-line Services for Utility Accounts and Municipal Court. This service allows you to access your account and view detailed information through a secured access point. These services offers customers 24/7 access and the option to pay online via credit card. Only Visa and MasterCard accepted.
***For your convenience, the City has removed credit card fees charged by our third party to help make this process easy for you.***
There is no fee to set up an online account. It is fast, convenient and easy. You have access to financial information (current due, last payment, amount past due, etc.), address information, transaction information, and consumption information. To sign-up all you need is your account number, last payment amount, and an email address.
To make a payment, you must first create a member login and register a utility account or use the quick pay method. For assistance please see HELP TOPICS, located in the sidebar to the right.
*NOTICE FOR AUTO PAY* - When scheduling your account for Auto Pay, be aware of the due date on your utility bill. *DUE DATES VARY EACH MONTH. The online system will automatically draft the entire balance amount that is on the account on the day you choose.
Select the day the utility bill is due or a date prior to the due date.
*If you choose a day after the due date, your account will draft the amount due, plus any late fees incurred,
**if you choose two or more days after your due date, the account will draft the past due bill, the late fees and the utility bill that was newly generated after the due date.
All Utility Payments are made in the Utility Billing section located at the top of the page.
Payments received after 4:00pm CT will be processed on the next business day.
Please do not make online payments for accounts that are disconnected or have returned checks. These accounts may be subject to additional fees. Please contact Customer Service at (281) 342-5456 before making a payment.
You may pay your traffic ticket/citation by mail, in person or online. Only certain City of Richmond Municipal Court tickets/citations may be viewed or paid online.
Only Class C misdemeanors can be paid through this online process for offenders 17 years or older at the time of the offense. No alcohol or tobacco offenses can be paid online.
Online payments will be entered as a “no contest” plea and will result in a conviction being entered on your TXDPS driving record.
If you believe the amount due on your case is incorrect, contact the court at (281) 342-0578 prior to submitting your payment. REFUNDS WILL NOT BE ISSUED.
You may NOT want to pay online if any of the following apply to you:
• If you desire to keep a violation off your driving record,
• If requesting a driver's safety course, deferred disposition or extension,
• Or contesting the ticket
DEFENDANTS IN JAIL--YOU CANNOT USE THIS SERVICE TO PAY FOR A DEFENDANT IN JAIL
Payments must be made in person at the Fort Bend County Jail located at 1410 Richmond Parkway, Richmond, TX 77469. For more information on defendants in jail please call the Fort Bend County Jail at (281) 341-4619.
WARRANTS:
You may pay an active warrant of arrest using this on-line payment system but you are still subject to arrest until the Judge has accepted your payment as a plea of guilty and the case has been processed. The court will usually receive your payment on the following
business day; however, on weekends and holidays your payment will not be processed until the next business day following the holiday or weekend. No payment is considered received until the Judge signs the Judgment.
“BY AGREEING TO CONTINUE THE PAYMENT PROCESS, YOU KNOWINGLY AND VOLUNTARILY PLEA NO CONTEST AND WAIVE ALL RIGHTS TO A TRIAL. PLEASE PRINT A RECEIPT AND KEEP WITH YOU FOR PROOF OF PAYMENT.”
